The Budget, as it appears, I do curay for the Custom of voting £300 for a particular date. When on a portion of that spent in the Year, if a vote is taken, there remains an unexpended balance to be disposed of in succeeding years.
They hint that special Ordinances are unnecessary, & if they passed they should be framed in such a way as to render it necessary that the sums to be defrayed from year to year be borne on the annual Estimates. But Sir D&R objects to this as the Money would have to be revoked & the vote might not pass the Council.
I should have thought that a vote for money, to be raised under an Ordinance which had received the Royal Assent, could hardly be rejected under any circumstances.
Send copy of this letter to Keating for information, adding that the statement; Expenditure in excess of Estimates has been sent for explanation to the Governor as well as that part of the Audit office letter.
